I usually prioritized faster memory but now I understand latency matters too. You were advised to focus on timing latencies like 15-15-15 or 16-16-16, but I see systems with 16-20-20. What does that mean?

Each memory kit uses a handful of timing values, but the ones shown at the front have the biggest impact on performance. For instance, 16-20-20 is worse than 16-16-16 but still better than 18-20-20 and similar to 17-17-17 and 17-18-18. Timing possibilities can also be guessed from the numbers, so if the second and third values are quite uncertain, you shouldn't expect them to improve much during custom tuning.
