I noticed the case's acceptable fan height is 155 while the CPU fan is 160. Shouldn't I consider reallocating some budget from other parts, like the memory, for a better GPU? I'm planning to buy a PC for game development and video editing—any additional advice would be appreciated. Thank you!

They're not better than the prior model. The r7 7700 is different from the r9 7900x, and the 4060 isn't the same as the 4060 ti.

If you can accommodate a 4060 Ti in that setup I shared, then adjust the cards. The earlier RAM you owned was too sluggish and the motherboard lacked sufficient VRMs, causing thermal throttling. That particular site is costly when compared to other Israeli resources.
