You need to check if the app is available in the Microsoft Store or if you have to download it from another source. If not listed, try searching for it manually or contact support for assistance.

MS Photos comes pre-installed and cannot be chosen during uninstallation, meaning you likely already have it set up without needing to add it again.

I don't have access to your system details, but you can check your installed Windows version by opening the Settings app and going to "About" or looking for the operating system information.

Pro, Home, Enterprise, Education, Pro N???? When you mention a run command and type "winver," it shows that the system is fresh, installed recently. The preinstalled Photo app is available. Regarding Snip & Sketch, I’m considering the snipping tool, which seems similar to what I already have.

Have you explored using winget for installation? It might help, though results can vary with different home versions. Consider trying it out: Use the winget tool to install and manage applications | Microsoft Docs

It looks like your MS Store might have a problem. I'll check for an offline installer and share the link if it's available. In the meantime, a quick search should help you resolve the issue.
