It's almost impossible to achieve this. Consoles use specialized chips and their software is tailored specifically for those chips and parts, making them incompatible with standard PCs and lacking support for typical hardware.

Strip away Explorer and the start button, removing any tools that let users install apps or launch a single app that opens in full screen like Steam. Take out the PC components from the case and place them inside a compact console setup. Xbox OS offers a highly tailored Windows experience with many restrictions, featuring only one application to manage the interface. From the console’s view, it appears as a game running smoothly with a clean UI.

If someone provides an OS and specific hardware details, it's feasible to create a console-like experience for a PC. However, at that stage it would still be considered a separate console rather than a true PC. Support from developers would also be unlikely, making the concept impractical. Until then, users are limited to emulators or standard PC games.

However, at that stage it would still be considered a separate console rather than a true PC. Support from developers would also be unlikely, making the concept impractical. The only "console OS" besides Ouya is Android, as it's open-source. PS4 and Xbox use hardware-specific operating systems. If such an OS became public, people would quickly reverse-engineer it, security would drop, and cheating would rise. For PC gaming on consoles, Windows 10 and emulators are the best options, though there are no emulators for the latest consoles.

Well, there's Apple. Console of PC world. With OS that is optimized for just that hardware. And with limited options to install custom software. But with other console OS', you can't get them running on normal PC hardware because of missing drivers. Even linux distros have better driver support. And you can't get Windows or other OS to run on consoles as they don't have BIOS or any way to set alternative boot. They would just refuse hard drives with non-compatible OS. Exception being first patch of PS3's which had option to install linux as alternative OS. Sony did plug that hole fairly quickly. Main issue why you can't run Windows on consoles is that they have used PowerPC CPUs and Windows doesn't run on those. At all.
