I've been exploring home servers for a while now and have finally decided to build my own. I plan to use it for video editing, file storage, a media station, and possibly server hosting for games like Minecraft. My budget is around 50-60 dollars (mostly because I already have some components). Here are the parts I’ve chosen so far:

The PSU part I have on hand for the motherboard is just a basic HP prebuilt since there won’t be a GPU. I’m not sure how much RAM I’ll need, so I’d appreciate your advice. The operating system is another matter—I’m open to suggestions. Everything else is covered in the case, so I’m good there. Feel free to suggest other parts or alternatives.

In general, there isn't significant risk in constructing the server using what you have, as long as you stay within your budget and consider any necessary upgrades.

Don't compromise on the power supply. You can save money in other spots, but this isn't a place where you should cut costs.
In my opinion, a single HDD will be a hassle particularly when you need to share it across multiple devices simultaneously. I currently run an old Celeron with Debian on a 6x1TB ZFS setup and it performs adequately. For cost-effectiveness, opt for a cheap SSD and keep the old spinning drive for backups. To be honest, using a used SSD makes me feel a bit uncomfortable!
If you're working with an older workstation chassis, some models include Delta brand PSUs (like my previous Celeron or old Inspiron), which are quite reliable. Otherwise, standard Corsair CX or even CV drives would outperform many prebuilt options.
I have a custom solution for the case. The sole reason I chose the SSD was to test how affordable it could be to obtain a functional boot drive, even though a pricier option is available.
