I've just updated the motherboard and CPU. The main components are listed below:
Case, Corsair 570x Crystal
Motherboard, Z170 extreme 4
8gb RAM
PSU, vida lite 750w
CPU, I5 6600k (included with motherboard, still connected) with a stock venoscorp RGB fan (previous setup was functioning).
GPU, GTX 710 (planned replacement for GTX 1070 upon installation).
Power was turned on, and the cooler fan started briefly before stopping. The keyboard lights up when USB is connected. The power button activated, providing power to the motherboard.
Does this fan behavior occur during the POST process?

You should replace the unit for something reliably built. Source(borrow not buy) said reliably built PSU with at least 550W of power at the entire system's disposal.
This is a used platform, have you verified that the platform fires up without the discrete GPU?

It doesn't start at all, the PSU is brand new. I attempted it with an older 500w unit which made a slight clicking sound, so I took out the water cooler and twin fan kit. I've also swapped out or replaced the battery for one that I'm certain was functional.

I took out the ram and reinserted it, also tested with and without the GPU installed.

I took out the GPU and it isn't installed anymore. It's a bit disappointing. I'm expecting some new RAM sticks to arrive tomorrow, so I plan to swap the existing module for the 2 x 8gb ones.

It turns out the seller didn't install the CPU correctly, resulting in many bent pins.
