Hey, I’m planning to purchase a new PC soon and will mainly use it for Unity and gaming.

I already own an RTX 3090 from my previous PC, so I don’t want to upgrade now (intending to switch to RTX 5000 later).
I also have RAM and storage, which I bought at a great discount.
I’m not sure whether to choose Intel or AMD—prices are similar.
AMD offers better CPU upgrade flexibility, lower power consumption, but higher electricity costs in my country.
Intel provides better performance but uses more power and can’t be upgraded anymore.
What do you think?

Some adjustments are unnecessary for a Ryzen setup; it doesn’t require a 360AIO. It’s less demanding than Intel systems. A solid air cooler would suffice.

You probably don’t need the X670E; the B650E offers a PCIe 5.0 M.2 port, robust VRMs, and Wi-Fi 6E.
After reaching 6400 MHz in RAM, gains slow down significantly—spending extra on a 7200 MHz chip isn’t worthwhile.
The 2TB SSD won’t fill quickly, so it’s not a priority.

I understand you won't gain much from a 360mm AIO. My setup uses a Noctua NH-D15 and my 7950X stays under 90°C during extended 36-hour rendering sessions.
I'm running an Asus Prime X670F with three NVMe slots, which is for OS+prorams, Adobe Scratch, and work-in-progress tasks. The motherboard supports five HDDs and an optical drive.
I turned off the WiFi on the motherboard and switched to an Asus XG-C100C 10Gigabit Ethernet card.
In my area, electricity costs about US $0.63 per kWh. With a RTX3060, I've recorded 350W during peak rendering loads.
My RTX3090 (350W) will clearly consume more than my RTX3060 (up to 170W), so I expect your system to reach around 540W.

You might want to consider AMD due to its efficient power consumption. The 7950X is suitable for both productivity tasks and light gaming.
The difference between the 7950X and the 13900K is only about 50W, which means electricity savings won’t be significant. Still, the AMD chip seems a bit more manageable for cooling compared to the Intel version (200W versus 250W). Either processor could work well, but the AMD platform might offer better upgrade potential in the future. The 13900K performs better in Adobe Premiere Pro than the 7950X. Check benchmark results for your key applications and use them to decide. I chose the 7950X even though the 13900K would have been marginally faster, mainly because my case setup would have been more challenging with the Intel chip. I also didn’t want to install an AIO, so I went with the Noctual NH-D15.

The standard quoted figure of 253W for the 13900K is satisfactory when observing it in its default state. However, as you increase the voltage, power consumption rises significantly. The graph from TechPowerUp illustrates 283W at stock settings and 413W under heavy overclocking in Blender, indicating the need for a substantial cooler or even a chiller. It’s clear what the 14900K will do – around 450W.
