My performance has been consistently slow since purchasing the PC, with freezing intervals of 0.2 to 0.5 seconds whenever I check on enemies, take damage, or inspect a weapon—even in the main menu. It appears to occur automatically, possibly during model loading. I've done everything possible: checked game files, updated drivers, cleaned the system, and even reinstalled the operating system. Despite these efforts, the issue persists without any recent changes or updates. The worst part is informing teammates that I experience lag upon dying, which is particularly frustrating.

This problem only appears in my main Steam account; I attempted to share it with four friends, but they all face the same issue when using my account. I reached out to Steam support, who admitted they can't resolve the matter.

Here are my PC specifications: i7 8700K, ASRock Z370 Pro 4, upgraded to MSI Z370 A Pro, GTX 1080 Founders Edition. The game and Windows run on an SSD. I'm using Wireless SteelSeries 800 with a different sound driver, though it worked before. I also tried the 16GB Corsair RGB DDR4 3000 MHZ, which was overclocked on the motherboard but didn't help.

I've tested various peripherals and settings—mouse, keyboard, monitor, etc.—without success. I've reinstalled Windows, Steam, verified the game cache, updated CS:GO, adjusted settings, changed resolutions, and even disabled graphics drivers. All attempts failed.

Some observations: I'm using Windows 10 LTSB, but have tried Windows 7 and 10 Pro before. I keep the system in auto mode, even using XMP profiles, but it doesn't improve things. My internet connection is stable (100MB with latest drivers via cable), not Wi-Fi. I've moved RAM sticks and even replaced the SSD, but results remain unchanged.

Temperatures stay within normal ranges (45-60°C under load) for the CPU and GPU. I've run all console commands with cl_interp and rate settings, but nothing resolved the issue.

The problem seems to occur when I peak at enemies or inspect skins in the main menu, especially with certain monitors. It might be related to CPU voltage settings or other unknown factors.

TL;DR: The client's VAR spikes when I navigate the menu or inspect skins, particularly with the Awp skin. It happened for two days. My solution involved a PC reset, Windows 10 LTSB installation, driver updates, and reinstalling Steam. Still no improvement.

I'm sorry for the lengthy explanation—I'm a complete beginner and found this incredibly complicated. I'm hoping someone can help me resolve this.

and yes i am confident that all configurations for various accounts match the same setup, launch options, etc., since this occurs even when i provide my Steam account, which is quite unusual

I didn't find any mention of "disabled steam cloud" in your list. Proceed as though it remains enabled, since the login process still transfers your compromised configuration to their system.

sorry i forgot to add that.. there were a lot of other things i did too. these were just the ones that came into my mind. i completely deleted the steam cloud settings for csgo, did a clean windows installation and format, but it still happens.

But you did you do that:
1) open steam library in cs:go
2) right click and switch to properties
3) then navigate to steam cloud settings
4) choose "don't use steam cloud for this game"
Then sign in using your friend's account, start cs, and then log back into your own account. You should receive a correct configuration from that.
Removing the steam cloud settings doesn't appear to help; you need to turn it off. I've also had issues with steam cloud before.

Then sign in using your friend's account, start cs, and then log back into your own account. You should receive a correct configuration from that.

They said there are no settings we can change on your account because all settings are saved locally. We don’t remove items from accounts—we just suggest you sell or trade them. I’m sorry we can’t help more, but we don’t have the tools to fix what you’re seeing. There aren’t any major issues shown in your network graph. Your FPS is high and your VAR is usually okay. We can’t help you get a perfect 0 VAR score. You’ll need to fix this yourself. If you can’t, we recommend reaching out to the community or a local PC expert for more advanced help. We can’t offer further assistance here. If you have another problem, feel free to ask a new question—we’re happy to help. Steam Support
