Is x264 or the CPU encoder consistently superior? It might also increase your GPU workload. Also, the costs for the 3300X are quite high—similar to the R5 3600, though availability is limited in stores.

It might occur, though it's hard to notice from a quality standpoint. The effect on performance is generally minimal across most titles.

It's a hardware encoder with minimal impact on performance. X264 seems marginally faster than Turing nvec, though I'd say they're practically the same.

Using NVENC didn’t add much processing power. You’ll probably run out of upload speed before reaching a bitrate where x264 performs better than NVENC.

You can likely use your current i5-3470 with the encoder for now, as it supports CS:GO, Dota 2 and Apex. Consider saving for a more powerful setup like an R5 3600 or waiting until next-gen CPUs and GPUs arrive.

Yes, you can use the 1660S encoder for 720p60 streaming at 6000 bitrate. It should provide a quality comparable to x264.
