DaVinci Resolve 12 is available for free. Also, all NLEs support any frame rate, especially the professional ones.

Do you really understand DaVinci Resolve 12? It's a popular tool used by many editors, both beginners and experts. It's an excellent video editing software. Other options include HitFilms and Lightworks, both offering free versions for video editing.
