I received a 5070 Ti last week and observed stuttering while scrolling web pages or tabs. I thought it was Firefox, so I cleared everything and tried troubleshooting mode. DDU drivers, SFC scan, and all Windows updates were applied. I also updated the BIOS and ensured my GSync vsync was active at 144Hz. Still nothing resolved the issue. When using UFOTEST animation time graphs, the problem disappears, showing smooth performance. If I had MSI Afterburner or GPU-Z running, the stuttering would be much worse. However, when testing the bus interface render with GPU-Z, it stops completely and runs smoothly. Could this be related to the bus interface? I notice it often occurs at 100% and also during power-saving modes, like when scrolling the add/remove programs page. It seems my monitor might be displaying 60Hz instead of the intended 144Hz.

Your RAM performance while browsing is decent, but you might experience slower speeds if you're using a swap file.

Consider switching to a performance power plan. Firefox tends to run the GPU at its minimum speed, which can cause stuttering. Adjusting it in the NVIDIA App may raise idle power use by 10-20W.

Performance settings didn't make a difference. The odd part is I can't even save the recording because when I run the ufotest animation time graph it looks shaky and stuttery, but once I start recording it becomes smooth. The only change I see in the GPU is shifting from x16 1.1 to x16 5.0, which is better. Something feels off and it's getting me frustrated.

You attempted to configure the PCIe bus to Gen 4.0 in the BIOS (instead of letting it auto). It might or might not affect things, but it’s safe to try. You can note the changes just like capturing a phone screen. I believe we can observe what’s happening based on your clear description. It looks like an issue exists where the parameter for maintaining full speed isn't being applied. You might want to reach out to the manufacturer's customer support as a final option, unless a solution is available soon. Wishing you a great day!
