It is running Windows 10 Pro. Everything on it seems to work fine. When I try to play any games such as World of Warcraft or Witcher 3 on any settings I get crappy lag and micro-stutters every 2 to 3 seconds. It is a dual screen setup.
I have done the following fixes:
Changed refresh rates and resolution
Turned settings down
Uninstalled and reinstalled all devices and drivers
Ran hardware benchmarks and internet speed benchmarks
Closed all non-essential programs when trying to play games
Uninstalled/Reinstalled games
My last step is to reinstall the operating system. Only thing I can think of is to try Windows 10 Home instead? I am completely out of ideas.

You've got 1440p 60hz monitors, and neither of them has any kind of Adaptive Sync technology...
You HAVE to enable V-sync or cap the fps to 60.

I’m in the same situation as you. I'm planning on swapping one of my graphics cards with a friend’s tomorrow to see if it fixes things.

Since your monitors are only 1440p at 60Hz, and they don’t support adaptive sync, you absolutely need to turn on vertical synchronization or limit your frames per second to 60.
