Hey there, so I’m just getting started with real PC gaming. Used to play at low settings and resolutions because of the great machine I had. Now I finally built my own setup and it’s working well, but I still see some stutters and average performance in some games. My graphics card is an Asus GTX 970, I have 16GB of RAM, and my CPU is an Intel i7-4790 with 3.6GHz. I’m not sure if it’s powerful enough for the rest of the system, and I’m worried it might be limiting the GPU. Thanks for helping me out—my understanding is a bit shaky, could you clarify if this setup is good enough?

You likely encountered an issue with the settings or drivers, as it isn't the actual hardware.

It might just be low-quality games... you shouldn’t be experiencing performance issues at all.

Thanks for your prompt reply. It seems these might just be some low-quality titles, but you shouldn't be experiencing performance issues. Mostly Arma 3 is demanding, I've tried Ryse: Son of Rome and had to lower the settings to around 60 FPS for smooth play. Warframe also has some frame drops, so games like AC Unity are known for their poor performance by default. You can usually run them at medium settings with FXAA enabled for better stability.

Do you experience stuttering while playing games? If yes, enable triple buffering via the NV control settings.

Ryse shouldn't be limited to low settings. R9 290 can run at around 50-60fps or higher with most settings except supersampling. It might be the Nvidia drivers not optimizing well, but your card is more than capable. Are you enabling MAX performance in Nvidia's power management instead of adaptive mode?

It seems the new control panel isn't displaying the needed feature, even though you usually adjust settings in-game. The option might be hidden or not fully optimized yet. It could also be related to performance expectations—higher settings like FXAA and V-syn can reduce frame rates.

I have the identical configuration as you mentioned (you can verify it in my signature), and I notice significantly higher FPS in those titles. Perhaps removing and reinstalling NVidia drivers could assist. Also, see if GPU-Z shows your GPU utilization remains stable during gameplay.
