From the afterburners, it indicates my GPU and CPU are operating at 50% usage at R6S. However, the issue remains—my FPS matches what I experienced with my previous GPU (GTX 1060 3GB). The main concern is stability from RAM.

I'm not sure about the reasons behind gaming performance issues, especially in FPS or open world games. It seems like you're experiencing similar problems with stuttering.

the cpu seldom reaches full performance during games, and the ram is operating at 2666 while the gpu isn't at 100%, indicating a cpu limitation. try boosting ram speed to see if it improves results.
