Hello, I'm trying to figure out if I'm facing a bottleneck. My system has an Intel Core i5-7400 at 3.00 GHz and a GTX 1070 with 16GB of Corsair RAM.

Observe your task manager during gameplay to monitor CPU usage. A noticeable spike might indicate a bottleneck, though it shouldn't be excessively high. Which game are you playing?

It seems the issue isn't a bottleneck, possibly because I'm not utilizing much GPU memory while running Call of Duty: Modern Warfare at full CPU load.

100% CPU consumption confirms a CPU limitation. What percentage of GPU activity occurs during those games? Preferably, the GPU should be actively using most of its capacity. If GPU utilization stays below about 80%, then you likely have a bottleneck since the GPU needs more power but is delayed by the slow CPU.

Increase the visual complexity and use a higher resolution to alleviate the performance issue.

It should ease the slowdown, though it won’t boost frame rate. I think the low FPS is what he’s concerned about.

Yes, we don’t anticipate higher FPS, but we can appreciate improved visuals as long as the frame rate remains stable and the game stays fun to play. I believe the i5 7400 will always be limited by the setup in COD Modern Warfare with the OP’s configuration.
