Whenever I run blackops3, the frames aren't as high even though I have a 1070 Ti it shouldn't be this way.
CPU-Ryzen 5 2400g
GPU-1070 ti
Motherboard-Tuf b450 plus
RAM-8gb I don’t remember the speed but I think it’s around 2k
What is the cause and if there’s any way to remove it?

These are the reasons, Ryzen prefers fast RAM, so at 2K you won't get high frame rates. And if you only have one stick that makes the bottleneck worse (single channel vs dual channel), but in any case we're dealing with a first generation Ryzen (or Zen), it's not great even after optimizing all the mentioned factors.

8GB capacity? Low frequency such as 2133MHz? Your memory speed could be limiting performance.

ryzen prefers high-speed RAM (over 3000MHz), which might be the issue.

The RAM is likely.
I'm fairly certain about it.

It doesn't seem to be the graphics card issue. If it is, then being happy about the 8 additional gigs is great—could really boost performance by 20-50 frames.

The problem isn't the amount of RAM, it's the speed. I recommend getting a fresh 16GB RAM module at 3000MHz or higher, ideally 3200MHz. Using dual-channel or faster RAM will improve performance.

Is it okay to play with the current RAM since I won't be able to purchase the 16 GB until four months from now?

Using just the available RAM causes significant strain, limiting your GPU performance. A second upgrade would be extremely beneficial, so prioritize both upgrading and overclocking your existing RAM.

Why purchase the 2400G plus a 1070ti? Your RAM might be limiting performance.
