This involves adjusting system settings for Windows 8 to change border and taskbar colors automatically. You can customize these elements using the Settings app or by modifying registry values. The background transition effect is also achievable through similar configuration options. Let me know if you'd like step-by-step guidance.

Don't think you can do this. Maybe there is a program for it though?

This task seems unsupported on Windows, as it would need a specialized tool such as Rainmeter.

Click right-click on the desktop, select Personalize, then choose Color at the bottom, and adjust it to automatic in the top-left box.

It seems to function well for someone using Windows 8.1, as you mentioned.

It seems the system adjusts its color based on what looks best against your desktop background. If that's the intended behavior, I might have misread the requirements.

It adjusts the borders to align with the background tone of the desktop or start screen. I believe the user intended this, though I’m unsure if it matches their expectations if they differ.

He wants automatic updates to the border and task bar colors every few seconds. The best approach seems to be creating a theme using downloadable background files that change automatically, so the taskbar stays in the desired color. This method avoids constantly switching backgrounds. Could you confirm if this is what you meant?

Yes, though he could adjust the backgrounds as well, but the borders should adapt to them. I’d need more details for clarity.
