Thank you for clarifying. This has been demonstrated before, such as with the "One Tweak" mod in Skyrim and the built-in ENB features in earlier versions. It seems older games sometimes had hidden methods to achieve this effect. I rendered the game at 1080p on my full monitor without altering the display settings. You mentioned there isn’t a direct alternative for the latest versions, but others have shared similar workarounds. EDIT: Another reference comes from the S.T.E.P. Wiki, detailing how to use ENB in older releases. I’m sure someone with more experience would know about this.

I've tested it in most games and it generally helps, but there are two main problems: 1) It doesn't function with Skyrim SE at all, and 2) Even when it does, it forces fullscreen borderless to use the full resolution instead of scaling down. Unfortunately, this doesn't fully resolve the issue.
