This location works well; just ensure you're at least 60 FPS. I tried opening the file in Notepad and adjusting the settings—changing DynamicShadows to false restored the performance. It fixed the issue with those annoying frame drops on an AMD CPU, making everything run smoothly again. Great fix!
Identical setup remains unchanged. Turn off dynamic shadows. Folder names should avoid "Borderlands 2." Adjust view distance for lower performance in certain zones.
It’s probably a CPU limitation, but your 770 should handle it fine. Give the suggestions I and others made a try—see if it resolves the problem. If not, consider a restart/reboot or upgrading the hardware (it can cost a bit).
I followed your instructions with the Dynamic Shadows and tried it out now.
You shouldn't be receiving such intense boosts; it's likely the border areas are affecting it.
Not to steal this thread but I'm having the same issues too. When roaming around killing Shuggarath's my fps goes down to 20fps and sometimes even 13fps but yet I have a rig that is more than adequate. I can play Farcry 3 with everything on Ultra with 8xMSAA and the fps doesn't drop below 40. CPU: AMD FX-8320 @ 4.7GHz GPU: 2x SLI GTX 770 RAM: 2x4GB DDR3 2100MHz http://www.3dmark.com/fs/3055515 I will await an update to fix this issue. EDIT: it appears to be a PhysX issue with bad coding. I don't think that's your CPU, I have the same one and consistently get 100+ FPS in Borderlands Pre-Sequal. You mentioned your CPU runs between 65-70°C, which seems too hot. I noticed performance drops on my 8350 when it hit over 65°C before I upgraded to the NH D-14. Phyx settings will also cause significant FPS drops, so you might be able to adjust them in the .INI files.
