you're only seeing 15-50 fps across all settings in 1080p while high performance runs at 1440p, which is unusual. your amd 8150 cpu and nvidia 980ti might be struggling with the load, especially at higher resolutions. your 7950 seems to handle better, possibly due to different hardware or settings. consider checking your graphics drivers, updating them, or testing on a different system.

Your CPU is holding back the 980 Ti, if this is a completely serious post.

I understand, but it makes sense you performed better before upgrading to the 980Ti.

I can adjust the settings to low, set the resolution to 640x480, but the FPS remains unchanged. Can someone help me find a solution? Your CPU usage was at 40%, and your GPU usage was 34%.

It might be the CPU issue, since the game's code limits it to just 1-2 cores, which is why AMD chips seem underperforming.

You believed you had boosted your CPU performance, but it only improved FPS marginally. You plan to replace it with a new one soon.

Additionally, those titles perform better on Fermi compared to any newer releases concerning PhysX capabilities—it's just how things are set up. However, if you have an extra card, using it for PhysX in those games should give you a noticeable improvement in frame rate.

Disable PhysX or adjust its intensity to a lower setting.

Low should really be turned down to zero. I notice my GTX 980 usually runs around 120fps, but with PhysX it drops to about 25fps. I just set it as low as it allows and it works fine.

Sure, I also have it at low settings, but I can't go above 60. The FPS drops noticeably when I look at large areas after spawning, especially near the end of the map where I see over 100 FPS.
