I checked my BIOS to understand why my RAM was running at 2400mhz. I need to decide whether to enable this setting and what value to choose. The options range from 65w to 125w, so I should look for the one that matches my system needs. It seems suitable to enable it and set it to a value that fits my power supply and component requirements.

Your RAM capacity is 2666 on that motherboard paired with that CPU. You can adjust it manually. Regarding base frequency boost, I believe this is likely a CPU optimization trick designed to enhance performance on Intel CPUs (though it may not be very effective).

It's pushing the CPU beyond its normal speed, likely by changing the base clock instead of the multiplier. For more details, check ASRock's information. https://www.asrock.com/microsite/2020BFB/ If you're unsure or lack proper cooling, it might be safer to keep it unchanged.

I don't believe the cooling will be sufficient. I might skip it and upgrade later when things improve.

Just leave it as is even with cooling. The base clock frequency can behave oddly since many operations depend on it, leading to unexpected results.
