In general, you shouldn't reuse them, though occasionally contacting Microsoft might activate them on a new board. As Vald mentioned, you can often obtain a CD key for Windows at a relatively low cost now.

OEM keys must be applied on the specific device they were given (per regulations). Retail keys can be transferred between machines, provided the original unit is discarded.
