The reduced BIOS on an HP laptop is unlikely to enable overclocking even if the CPU is capable. Moreover, the extra heat generated by overclocked parts would likely overwhelm a standard laptop, causing OS issues and sudden shutdowns. Overall, it's a poor choice.
