I’ve set up the system but it isn’t working properly—no output on the monitor. The CPU pump and fans are running, the motherboard shows code 15 for ten seconds, then it freezes with error code 00 and the DRAM red LED lights up. I left it in this state for over twenty minutes, which means it’s not related to RAM training. Code 00 isn’t listed in the manual. I’ve tried various fixes: connecting one RAM stick only, taking out the graphics card and using the HDMI cable, clearing all unnecessary cables, resetting the BIOS, and updating the BIOS with F3f. In every attempt, the same problem occurs—error code 00 with the red LED on. My hardware includes a GIGABYTE X870E AORUS ELITE WIFI7, AMD Ryzen 9 7950x, AIO pump, Arctic AC freezer, Corsair Vengeance RAM, and a Be Quiet! PSU. I really need some assistance. Thank you.
It might be the CPU or motherboard. Consider testing another one to verify
Code 00 indicates the board fails to start the CPU. This suggests an issue with the motherboard or processor. It isn't a compatibility problem because the X870E AORUS ELITE WIFI7 can work with the 7950X3D since the BIOS has been updated.
I took out the CPU and looked for bent or damaged pins, but didn’t find anything. I’ll also include some pictures. The same 00 error appears again once I put the CPU back in.

I'm having the same issue with my X870E paired with Ryzen 7 7700X. I had this chip previously in an X670E where the same thing occurred (DRAM LED not posting). I tried different RAM modules multiple times, same error. So I just got this new GIGABYTE X870E in the mail a couple days ago, popped in the 7700X all to no avail. Error code 00 with a red DRAM LED, not posting. My conclusion is it must be a faulty IMC (integrated memory controller) within my 7700X CPU itself. I have a Ryzen 9 9900X arriving in a few hours so I'll give an update as to what happened.
