Ocz power supplies use a split rail 12 rail design, which was more affordable but required technical knowledge to understand how the rails were arranged. The concern is that GPUs with 8 pin connectors can be connected to the same rail as the CPU. Previously, similar problems occurred if one rail was overloaded, potentially damaging the components. Modern PSUs operate on a single strong 12v rail, handling most parts while 5v and 3.3v rails manage fans and drives.

5V is mainly used for USB connections nowadays. 3.3 volts continues through the PCIe bus and also supports some older drives. Fans, with few exceptions, also operate on 12V.
At 25A on 12V it delivers around 300W, which is sufficient for the 170W RTX 3060. The 5600 can generate roughly 80W under boost, so a single rail should be adequate.
I’d still upgrade the power supply just in case it’s an older model.
Consider a BIOS reset; you don’t have to update it necessarily, though it’s a good practice. Sometimes resetting clears outdated settings (which might remain after updates).
Is this a new or refurbished RTX 3060? Many units are being modified, and there’s no guarantee you didn’t receive a non-functional one.

But as you mentioned, the age of PSU causes them to lose capacity. That and ocz indicates on its own label that it draws maximum with both rails; if it's a gigabyte card, they can have a crack in the PCB near the slot, which is prone to failure in the 3000 series.
