I have an HP Z8 G4 workstation equipped with a Xeon Silver 4114 processor. It has a second CPU slot. I purchased an additional Xeon Silver 4114 CPU with a CPU1 slot cooler for this machine. Upon receiving it, when I installed the second CPU, I encountered a black screen during booting. There were no error beeps, and the system remained inactive for about five minutes before the fans began to speed up as if preparing to start. I have recorded the recommended RAM configuration for this setup. I have two 8 gigabyte memory sticks, one in each correct CPU slot. I tested the newer CPU in the CPU0 slot to verify functionality, and it worked properly. However, it fails when both CPUs are installed. I have updated the BIOS, but I’m unsure if there’s a specific setting in BIOS that needs to be enabled to utilize the second CPU slot.

I can't find anything related to anything special you have to do with the second CPU other than the proper memory population. With four sticks that should mean the 4 slots farthest away from both processors.
In the long ago past I have run into issues mixing CPUs of the same model with different steppings. Install them one at a time and see if they are truly an exact match using CPU-Z.
I saw no evidence of physical jumpers or anything required.
Possibly clear the BIOS after both CPUs are installed?

Both processors need to share the same stepping rate or they won't function properly.

Yup attempted to reset CMOS as well. No luck. It might be a dead CPU slot. I've already tried putting one CPU in the CPU1 slot, but it fails with errors without any output from CPU0.

To tell if they come from different steppings, you should look for variations in details such as measurements, markings, or other distinguishing features.

As per the above image, everything beneath "Specification" should align precisely to avoid any complications. In an optimal scenario, you would ideally have two items from the same batch number.

Family, Model, Stepping, Ext. Family, Ext. Model, Revision remain consistent. Review the links for pictures of each CPU in CPUZ. Minor variations exist elsewhere, but it's unclear if that's the issue.

Stepping is the same across CPU2 and CPU1.
