Start in safe mode – if it functions properly, the issue may relate to a driver. Consider reinstalling your GPU driver.

Using the cursor refers to the mouse. If so, press Ctrl + Alt + Del to open Task Manager, then click the first tab, choose Run New Task, type explorer.exe into it, and check if your desktop appears.

I didn't respond right away because I realized the issue stemmed from a windows update clashing with a third-party app. I opened Task Manager, closed the program, and reinstalled it—everything worked after the restart.
