Hello everyone,
I recently assembled my first gaming PC and faced some issues while playing Black Ops 4. The game operates at the maximum settings (1080p) with approximately 105 FPS, but occasionally drops to just 20 FPS and stutters significantly, rendering it unplayable. Shadow of Mordor performs at the highest settings (4K resolution) around 75 FPS, suggesting my hardware should handle it. My concern is how to resolve the stutter and FPS fluctuations.
Specs: AMD Ryzen 5 2600 @3,85 ghz, Asus ROG Strix RTX 2070 OC 8GB, Asus ROG Strix B450-F Gaming Mainboard, 16 GB DDR4 RAM with GSkill Aegis, 500GB Samsung 970 EVO NVMe M.2, Power supply: Be quiet! Straight Power 11 550W.

There is an in-game monitoring feature available. Enable it. I suspect you're reaching VRAM limits. I've encountered the same problem with my 1070 and had to lower certain settings to fix it.

Called the settings lower. Currently running about 150 FPS with 60% VRAM, but it keeps stuttering.

Navigate to the game folder, proceed to the "players2" directory, access the user_config.cfg file using Notepad, and inquire about the value of "seta r_vramOverheadFraction".
