Now it s not the right moment for any pc upgrade.
I guess i need to run the game on the lowest settings and about res i dunno what to say maybe 720p ?

The game is demanding on both the GPU and CPU. You are slightly below the minimum recommended specs though.

Some Key settings to check:
Avoid using the Subsurface Scattering setting. It might ruin your FPS..
Turn off: Order Independent Transparency & Volumetric Lighting ! These also have huge impact on your fps, I do not recommend using these settings.
Turn off, or lower Anti Aliasing/Ambient Occlusion if your fps is still low after doing the above changes.
Motion Blur is optional, but I personally like it so I use Dynamic motion blur.
Also Disable Dynamic LightShadows and SunShadows.

The official recommended specs:

OS: Windows 7 64-Bit / Windows 8 64-Bit / Windows 8.1 64-Bit
Processor: Intel® Core™ i3-530 @ 2.93 GHz / AMD Phenom™ II X4 810 @ 2.60 GHz

75 Hz would be your best bet, as it's the highest refresh rate supported by your CPU. However, if you’re experiencing any issues or screen tearing, switching to a lower refresh rate like 60Hz might provide a smoother experience.
