Did you swap the CMOS battery? In the worst scenario, swapping a replacement motherboard from an off eBay seller shouldn't cost much.

I've noticed desktops behaving oddly when the battery is low. It's a simple fix, though! You might also want to reapply thermal paste if you have it.

I went to the store, purchased a new CMOS battery and installed it in the PC. I had to update some BIOS settings, and Dell asked me to run an internal diagnostic, which I did. It didn’t find anything but then reported: "USB keyboard detected." Since then, it starts up every time. I’m not sure if the new battery caused the issue or if the PC couldn’t recognize the keyboard before. Problem resolved. Thanks for your assistance!
