I need to know if reducing the bitrate on 10 will affect the quality of my video. I only want to lower it because of the large file size.

Your performance should remain good, and setting your bitrate to 20 at 1080p is a reasonable choice.

It really comes down to your sensitivity to low bitrate videos. I believe it would appear quite acceptable, but increasing the quality would likely noticeably improve the result. Most users should find it satisfactory.
