What model of board do you have? Which SSD are you using? Have you tried a different M.2 slot?
Your ASUS X370F has just one M.2 slot and you're using a Samsung 960 EVO card.
I recall handling a system with an NVMe storage device that wasn't detected by the BIOS. It seems Windows 10 doesn't include NVMe drivers natively, so you'll need to download the driver from Samsung's website and add it to your Windows installation files, much like installing RAID drivers during the XP era using a floppy disk. Once the NVMe drivers are installed, your setup will recognize the drive. Proceed with normal installation, and after Windows completes successfully, in the BIOS it will display the NVMe drive as "Windows boot manager".
