I faced a comparable problem on my AMD laptop where it was stuck at 0.79GHz for a while. It didn’t work with an Intel desktop CPU, but I resolved it by using DDU to wipe all AMD drivers and then reinstalling the proper ones from HP. It was a fascinating challenge that required a lot of research, and just like you, I kept trying until I found my solution—DDU.

Attempted a fresh Windows setup on an alternative storage device just to test it out.

It looks like you're considering an option, but the issue appears resolved at the moment.

It seems you're referring to a compatibility issue with older AMD A-series laptops where the GPU drivers included both chipset and CPU drivers. That's a known quirk.

BD PROCHOT is a communication route connecting your CPU to other sensors on your motherboard, such as power or thermal units. It enables those sensors to send a throttling command directly to your CPU, compelling it to operate at the lowest 8x speed setting. Internally, it employs the same throttling logic that Intel uses for its own thermal management. This is why Intel XTU classifies it as thermal throttling, while ThrottleStop confirms this interpretation. If you disable the BD PROCHOT signal path using ThrottleStop, your CPU can still experience thermal throttling if temperatures rise excessively. Disabling this path only prevents external throttling commands from reaching your CPU. This poses a significant issue for many MSI desktop boards. Consider checking for a slow mode LN2 switch and toggle it 101 times to clear any debris. The design intended for extreme overclockers allowed booting at 800 MHz, then quickly flipping the switch for a snapshot in CPU-Z—though these switches often fail. Edit: The manual for your board indicates this switch exists.

I wasn’t aware of the problem with MSI motherboards. I noticed the switch was off, which I saw listed in the forum checklist I read. I’ll look into it further next week and share my results.

These switches tend to accumulate grime or just stop working. For electrical contact cleaner, mist it onto the switch and then quickly turn it on and off to remove debris. This issue is common with older MSI motherboards.
