The fans ramping up fully before settling at startup seems typical. I think the motherboard provides maximum power to the fans as a backup until the BIOS settings take effect and the fans stabilize. Regarding the high RPMs, I’m not entirely confident. I’d check HWMonitor for fan speed readings; otherwise, as long as the fans operate smoothly, there’s no cause for concern.
It's still in progress; it seems to have PWM control, but there might be issues with the controller. If it functions well, it might be okay.
