turning on the PC causes the fan to spin extremely fast. after a short pause, it returns to normal speed, but it still displays over 75k rpm in the BIOS. this is confusing for you.

The fans ramping up fully before settling at startup seems typical. I think the motherboard provides maximum power to the fans as a backup until the BIOS settings take effect and the fans stabilize. Regarding the high RPMs, I’m not entirely confident. I’d check HWMonitor for fan speed readings; otherwise, as long as the fans operate smoothly, there’s no cause for concern.

It's still in progress; it seems to have PWM control, but there might be issues with the controller. If it functions well, it might be okay.
