Hi, I'm unable to access Windows or Linux systems at the moment. My Chromebook SSD is formatted, and I don't have a way to extract the .bin file to USB. Could someone here download this file and process it for me? Then I can upload the extracted version so you can proceed. Thanks.

No.
How was the .bin image file generated? Which software were you using?
The tool used to make the image should also support the recovery process. If not, what error messages appear during failed restoration attempts?
Otherwise, you’ll need to wait until you have access to Windows and Linux to continue with the recovery.

The bin file was saved as a zip from the Google ChromeOS recovery images site. I need a tool to convert it into a USB flash drive. However, I don’t have access to Windows or Linux. I believe I should wait until I can get a Windows PC.

It seems he likely only has a smartphone at the moment. If he had a Windows setup, he could simply utilize the Chromebook recovery tool available on the Google Store.
