First you should rule out the possibility of a cable. Swap the cables (still connecting directly to the modem) and see if you still get gigabit speeds. If you don't, then the cable may be damaged, causing it to run in half duplex mode instead of full duplex.
If it were half duplex, there would be significantly more problems. The most effective method would be to switch the router into bridged mode and then restart it from your PC. This confirms layer 1 functionality. After that, revert it back to router mode, turn off all services one by one. Many of these services are very CPU-intensive and could damage your connection speed.
Only half-duplex works with 100Mbps or 10Mbps links, meaning the performance drop would be significant. A 1Gb connection wasn't actually introduced, despite proposals. Note: Gigabit hubs were talked about but never implemented, not a half-duplex gigabit system.
I wasn't aware of gigabit availability in my area. The quickest option I found is 95mbps. Useful information. Still, I believe purchasing a new router should only be considered after checking for software problems first. No need to invest unless you're sure there are no underlying issues.
