I recently installed a GPU and PSU to upgrade my Dell desktop. It worked fine until something went wrong. My brother played while I was away and reported the system acting erratically. After he left, I powered it back on but the GPU wouldn’t turn on—no fans, no power, nothing. When connected to the motherboard, it booted normally, but the GPU is still dead. I reinstalled the drivers and everything else, yet it doesn’t receive power. My PSU passed voltage tests with the power cable reading 11V. The issue seems to be with the motherboard, since I already had one installed. The GPU was used before and performed well when operational. There are no signs of life in the card during power cycles or switching the PSU. The graphics card was purchased used and functioned at full capacity previously. The upgrade included a 32GB RAM, an EVGA RTX 3060, a 12GB GPU, and a Thermaltake Smart Series 700W PSU.

Does your PSU come with a distinct PCIe cable that you can verify?

It should provide 12V. The cable might be damaged. Power supplies typically include several PCI-E connectors; consider using another one as recommended.

It's a well-known issue with this power supply unit. Even though the 11V on the 12V rail could be a factor, the real problem is likely the PSU itself.

Identified low-grade garbage PSU. May damage systems and operate improperly. Upgrade to a reliable model and everything should function properly.
