That’s likely the cause—this was the same problem I encountered on version 7, and it didn’t get resolved until I moved to Windows 8.1.

I understand this too. Try reverting the GPU drivers. The latest update caused my FPS to drop, and I’d see a significant decrease before resetting my PC, which restored the performance.

Consider reinstalling the game and updating the GPU drivers. Upgrading to Windows 10 is free. This could also relate to the new server rates and your less than ideal CPU performance for BF4.
