Stuttering generally indicates a temporary shortage of cpu resources. It's typically the single master thread that's affected. The FX-8320 seems to be causing significant issues, as the cores are extremely slow. Check the cpu-Z benchmark for single-thread performance; you should see around 259. You shouldn't invest more than $250 to get an i3-10100 CPU with a LGA1200 motherboard and 16GB RAM.

eventually I’ll think about upgrading to a new CPU+MBO+RAM set if you could share some suggestions for an AMD build with a good enough MMO.
