Despite upgrading to an i7, the GTX 1070 won't consistently hit 144 FPS at high resolutions. I'm using an i7 2600K running at 4.6 Ghz, playing BF1 in 1440p and Ultra, and I usually see around the FPS you mentioned. As you noted, performance varies a lot, sometimes reaching just over 60 FPS for me.
