A genuinely demanding CPU game performs numerous calculations on your central processing unit, for instance in a simulation with many non-player characters (e.g., GTA or Assassin's Creed) where the CPU handles determining NPC behavior. Multiplayer titles also fall into this category, as your CPU must manage interactions with numerous other players. If a game is either CPU or GPU heavy, it's simply assessed based on its observed performance characteristics.

I usually play similar types of games.
A standard, repetitive AAA game with unnecessary features such as real-time ray tracing might demand a lot of GPU power... but I’m not familiar with those details.

A game featuring a lot of AI tends to use more CPU than GPU since it involves numerous calculations, such as in strategy titles like Total War Attila, Cities Skyline, or Massive multiplayer games. However, games like Planetside 2 are also CPU-heavy because they depend on the CPU for rendering shadows. While visually appealing games usually favor the GPU, single-player titles such as Witcher 3 are somewhat CPU demanding as well.
