Best OS for a Laptop ?

It needs a fast system that occasionally freezes on the browser, a good lightweight browser supporting multiple tabs and bookmarks, an HTML/CSS/JS editor, and an HD media player for MKV, MP4, AVI files. Windows 8.1, if you don’t like the current interface, try the classic shell from classicshell.net—it’s free.
Xubuntu, Elementary OS, Linux Mint are lightweight Linux distributions designed for ease of use and efficiency.

Xubuntu 64bit or 32bit is a Linux distro. It supports web browsing with Google Chrome and offers many programming tools. I used it while studying C#.
Consider Ubuntu, Mint, or Windows 8 (version 1.0). You might also explore Android or ChromeOS if you were feeling adventurous.
