9600kf with noctua nh u14s works well for overclocking, aiming for at least 4.8/9 is great—any improvement is welcome. If you have any tips, a ranked list would be helpful.

Gigabyte Z390 Gaming X or ASRock Z390 Extreme4 are available for under $150. For a bit more, around $25 to $30, you can find improved models.
