Which board do you have?
All major mobo manufacturers offer their own fan control software.
Asus uses Fan Xpert, Gigabyte employs EasyTune, MSI utilizes Core Center...etc.
Besides that, you can explore Speedfan

I own an ASUS Rampage IV Black Edition but the FanXpert tools offer restricted functionality, making it impossible to adjust optional fan speeds in any meaningful way. I'm searching for software that provides complete control over my fans. Also, FanXpert relies on SPU slot temperature data rather than core temperatures, which limits its ability to accurately set RPM curves. My CPU cores sit between 25-70 degrees, while the CPU slots only shift by around 15 degrees overall.
