I tried it earlier and it fixed just the files, not the programs or settings. Probably because it wasn't a full system restore.

Based on the files generated, it doesn't appear to be what you expect. It seems to be combined with certain WD eHDDs and storage drives.

Backups generate a .tib file format. This type is recognized by Acronis True Image, not WD. Ignore the hype and take it seriously.
