I don't replace CPUs, but my understanding suggests using needle-nose pliers could help align things.
It can be adjusted easily. Use a pair of small pliers or tweezers. Avoid bending other pins while doing so. Remember it doesn’t have to be flawless—just needs to fit snugly for reinsertion. The socket will also assist in realigning things. Try to get it very close (as near as possible), and refrain from pushing anything into the socket. Take your pace.
Indeed they do. That chip is probrably dead with the PCB peeled back like that. The pin itself is an easy fix. It's the OP's call whether to fix the pin and try it or write it off as a loss - There is a risk of frying the board with this chip as it is now with that corner of the PCB folded back.
