You have the freedom to rename any file to.txt, whether it's a video or not. You might not be able to open it in Notepad, but you can try opening it with Notepad++. Reading the name could help confirm it's a valid text file.

WHat they are saying is that you probably downloaded this from the internet and the person who made the file probably changed the extension to .txt (so it may have been a .zip or whatever) What text editors have you tried?
