It looks like you're not new to building, so I'll assume the CPU is configured correctly. If not, just remove the RAM and install one channel. Since you have 4 sticks, you likely have two or four modules—4 x 8 is better than 2 x 16. Just test the memory on a single channel, swap the sticks, and try again. Your main concern is that the boot process must start and stop at the memory, but your board seems to power up and then shut down quickly.

I've already tested everything, changed the layout, used various PSUs. I really think it could be a bad board, but I just wanted to confirm.

Is your board still covered under the warranty? I believe I received three years or 24 months on my X570, but I should verify... my memory is fading with age. Please confirm your purchase receipt, you might qualify for a free replacement.
