I've been testing multiplayer games without VSync and with frame rates between 70-100. I notice some stuttering when aiming, making it feel less smooth. When using in-game VSync (with D3DOVERRIDER, which reduces input lag), everything runs smoothly. I've updated to DirectX and other drivers; the game now works well overall. My system specs are an Intel i5 4690K and MSI 970 with 8GB RAM.

Turn it on and off – issue resolved. Unknown problem with the 3D clocks, no clear fix.

Enable VSync, store the setting, then turn it off again. This should resolve the issue. Make sure to repeat this after each new game launch.
