Hello, apart from optimization, it might be that your PC isn't built optimally. The components could be outdated or the CPU, memory, or RAM aren't fast enough. I'm using a 1060 with 6GB, a Ryzen 3600, 32GB of 3600 RAM, and I get between 50 to 120 FPS. The game runs on a standard SSD with roughly 4-500 MB per second read/write, pagefile turned off. The OS is installed directly on the SSD and most cache files go to a regular HDD. It seems to function properly. I notice about 99% usage on the graphics card and around 25% on the CPU, so upgrading to a used 1070 Ti or 1080 Ti would be a good idea. As with all Ryzen CPUs, RAM and CPU speeds need to align well for optimal performance. This just shows your graphics card is likely fine for basic use. I run at low settings, with only Render Future frames enabled and in 1080p.
